The sponsor may decide to delegate part of the work to the CRO for various reasons: lack of staff, available budget, etc&#8230; There could be multiple CRO or freelancers with similar responsibilities for a trial, depending on how many countries are involved and the capability of a CRO to handle all of them. The CRO can be selected by the Sponsor based on previous work experiences, or after a price quotations evaluation.
